Athletes

Scenario I: Athlete not a current member of any other IPF affiliate national powerlifting federation:
To become a member of the USVI Powerlifting Federation you must be a U.S. Citizen or have U.S. Permanent Resident Status for at least six months,**.  **Note:
If an athlete moves from one member federation country to another and does not have the passport for their new member federation country, the residency of the athlete must be verified (e.g. school documents, employment contract, etc.) to the satisfaction of the IPF Executive Committee.    ** Reference 2021 IPF By-Laws: 14.9 Eligibility to Represent an IPF Member Federation, pg 26 **

Scenario II: Athlete who is a current member of an IPF affiliate national powerlifting federation living in a foreign country or residing in a country (under work or student visa) that has an IPF affiliate national federation:

If you are a current member of another IPF affiliate powerlifting federation (or have a work or student visa), you can participate in national, district, and/or local level powerlifting meets. However, you must FIRST get written (email) permission from your home federation to participate as a “guest lifter” in national, district, and/or local meets. Additionally, as a guest lifter, you cannot win medals; obtain class standings; be on an international team nor set national, district and/or local records.

Scenario III: Athlete who is currently a member of an IPF affiliate national powerlifting federation and would like to become a member of the USVI Powerlifting Federation (or another IPF affiliate national powerlifting federation):

Powerlifter 1:  You are a current member of another IPF affiliate national powerlifting federation and have never competed internationally for that federation: 1) You have a passport for the IPF affiliate national powerlifting federation or have lived in residency in that “country” for at least six months you are welcome to apply to that new affiliate immediately as long as you meet there membership requirements**, 2) IPF Constitution does not state that you require a release from your former IPF national powerlifting federation (in this scenario) to lift for your new IPF affiliate national powerlifting federation. However, you are welcome to send a courtesy notification to your former IPF affiliate national powerlifting federation to advise them that you have resigned your membership (prior to yearly expiration date) and have joined another IPF affiliate federation.  **Note: If an athlete moves from one member federation country to another and does not have the passport for their new member federation country, the residency of the athlete must be verified (e.g. school documents, employment contract, etc.) to the satisfaction of the IPF Executive Committee.     ** Reference 2021 IPF By-Laws: 14.9 Eligibility to Represent an IPF Member Federation, pg 26 **

Powerlifter 2You are a current member of another IPF affiliate powerlifting federation and have competed internationally for that federation1) You have a passport for the IPF affiliate national powerlifting federation or have lived in residency in that country for at least six months then you are welcome to apply to that new affiliate immediately as long as you meet there membership requirements. However, since you have competed for your former federation in an international competition, referencing section "iii" of motion 23....

(iii) A competitor who has represented one member federation in an international event and decides to change either their residency or passport to another member federation country, may participate in international events as a representative of his or her new member federation country provided that at least six months have passed since the competitor last represented their former member federation country. The six months period may only be reduced with the agreement of both national federations and with the final approval of the IPF Executive Committee or in exceptional cases as defined by the IPF Executive Committee with unilateral Executive Committee approval. A member federation may only decline an athlete to move from one member federation to another member federation country for justified reasons as to the satisfaction of the IPF Executive Committee.

** Reference 2021 IPF By-Laws: 14.9 Eligibility to Represent an IPF Member Federation, pg 26 **

Please also note: IPF By-Law 14.9 advises that all cases related to the determination of the member federation which a competitor may represent in an international competition, shall be resolved by the IPF Executive Committee. In resolving such matters the IPF Executive Committee may make all decisions of a general or individual nature to ensure the athlete is treated fairly. The IPF Executive Committee will consider national legislation when taking decisions. The athlete may not change federations if they’re involved with an anti-doping violation or if the athlete is subject to disciplinary action
